Reconciliation 3.0 Begins in the House – But, Does Not 20 July 2026

Include any Offsets or Healthcare Reforms High Yield Credit

On July 16, the House Budget Committee passed a budget resolution to provide the United States

framework for a potential Reconciliation 3.0 bill. The resolution includes instructions to Washington Healthcare

provide for a total of $95 billion, including $12 billion agriculture payments, $73 billion

in defense and intelligence funding, and $10 billion for voter integrity programs. Table of Contents

Importantly for healthcare interests, it does not include any offsets or requirements for

any healthcare committees to produce savings. We note that the outlook for a Health Care Policy Events for the Week 2

Reconciliation 3.0 remains uncertain, as the Budget resolution will need to pass both the

House and Senate, and then a Reconciliation bill will need to move through Congress.
