ECB likely first major western central bank to launch a digital currency
The European Parliament's adoption of a common position on the digital euro moves
the legislation into its final trilogue phase with the Commission and Council. If
agreement is reached, the Regulation could be finalized in H2 2026, allowing the ECB to
begin a pilot in 2027 and potentially launch the digital euro in 2029. While more than
140 countries are exploring central bank digital currencies, only a handful have launched
one (Bahamas, Jamaica, Nigeria). The ECB would be the first major western central bank
to issue a retail digital currency for households and businesses.
The digital euro would be legal tender for everyday payments, requiring merchants to
accept it (similar to cash). To limit deposit outflows from banks, holdings would likely be
capped at €3,000 per person and would not earn interest. Even if all households reached
the cap, total holdings would only amount to roughly 6% of total euro-area bank
deposits (EUR 0.8-1trn). The ECB sees the digital euro as a way to preserve access to
public money as cash use declines, reduce reliance on foreign payment providers,
strengthen Europe's strategic autonomy (e.g. against stablecoins) and modernise
payments.
However, take-up is likely to be uneven. It is not obvious why consumers would switch
from bank deposits to a digital euro where existing digital payment solutions already
work well. And deposit insurance of up to €100,000 limits the safety advantage of
