View: The broad nature of recent export restrictions imposed by the US (in

response to concerns Anthropic's new model could be used to find and exploit

information security vulnerabilities) caused Anthropic to limit all access to Mythos.

We view this action and consequence as concerning for hardware vendors and

data center build-outs, assuming Commerce doesn't revise its policy to better

enable the use and deployment of leading-edge models. Limiting the capabilities

of models would seemingly moderate both 1) the potential benefit from investing

in more advanced models and 2) the proliferation and improving value of inference

operations (assuming model advancement is curtailed). Both of these outcomes

would, in our view, necessarily weigh on continued data center investment should

US policy coalesce around the recently announced restrictions.

Having said this, we would be surprised if the US government doesn't revise

last week's proclamation. We have consistently seen this administration reverse

course on policies that would seem likely to impair US innovation and economic

advantage. And particularly in this case, with IT experts seemingly questioning the

government's concerns (e.g., whether Anthropic's latest models would truly enable
