spans requirements definition, development, integration, testing and long-term sustainment,

reflecting the Army’s increasing reliance on software to enable mission capabilities. Recent SSLE

awards have been large-scale, multi-year contracts valued up to ~$1.8BB, underscoring the

strategic importance of software engineering within modernization efforts.

CBPITI ($100MM/yr Incrementally Funded): The Integrated Traveler Initiatives (ITI) program•

supports CBP’s passenger systems, including license plate readers, RFID technologies and

inspection systems deployed at ports of entry to facilitate secure travel and trade. The contract

covers program management, engineering and operations and maintenance services across land

borders, checkpoints and inspection systems infrastructure, making it a core IT backbone for CBP

operations. Recent awards for ITI task orders have been valued at ~$100–200MM+, with SAIC

awarded a ~$199MM, multi-year task order under the Alliant 2 vehicle. For SAIC this is worth

$100MM/yr at run rate, getting funded incrementally.

Navy ATSO ($350MM; ~$65MM/yr Run-Rate): The Navy’s ATSO supports pilot training and•

combat readiness by providing advanced threat simulation capabilities, including electronic

warfare and radar jamming systems that replicate near-peer adversary threats. Contractors

deliver systems, software and engineering updates to maintain realism in training environments,

enabling pilots to train against modern threat profiles. The program has a long history of recurring

awards and upgrades, reflecting its central role in readiness and training modernization.
