Water Read. Federal regulatory posture continues to shift toward states and site-specific

approaches (PFAS compliance extension, coal plant wastewater rollback, FEMA disaster duties)

while targeted funding still flows.

Regulatory Landscape

PFAS Compliance Extension Proposed. EPA proposed a two-year extension for PFOA and PFOS

drinking water compliance (deadline moves to 2031) while reviewing standards for GenX, PFNA,

PFHxS, and the PFAS hazard index. EPA also announced ~$1bn to help utilities comply.

EPA Moves to Roll Back Coal Plant Wastewater Limits. Proposal would extend or replace caps

on toxic heavy metal discharges, with up to $1.1bn in annual electricity cost savings cited. Three

options on the table: site-specific limits for arsenic/mercury, retain current limits, or zero discharge

by end-2034.

Advancing Water Reuse Act Introduced. Senates introduced the bipartisan bill offering a 30%

investment tax credit for industrial and onsite water recycling projects. Backers include the U.S.

Chamber of Commerce, PepsiCo, and Veolia.

FEMA Overhaul Would Shift Burden to States. A Trump-appointed council recommends tighter

federal triggers, faster direct funding (vs reimbursements), and narrower survivor assistance,

shifting more disaster preparedness and recovery to states.

California Tackles Perchlorate. California utilities are deploying bioremediation and ion exchange.

EPA's proposed federal MCL is 20 ppb, but California already enforces 6 ppb.
