Stuart Williams, Chief Operating Officer, Intercontinental Exchange.

Stuart Williams is Chief Operating Officer at Intercontinental Exchange where he oversees

day-to-day operations and support of the global infrastructure, data centers, networks and

corporate IT systems that support ICE and its subsidiaries, as well as the customer service

teams and oversees all disaster recovery and business continuity planning and operations.

He also serves on the Commodity Futures Trading Commission Global Markets Advisory

Committee (GMAC).

Williams previously held several leadership roles at ICE Futures Europe, the London-based

global futures and options exchange, including President, Chief Operating Officer and

Director of Corporate Development. Prior to joining ICE as a result of the acquisition of

LIFFE by ICE in 2013, Williams spent 10 years consulting with Protiviti and Accenture,

working on a broad range of initiatives with exchanges, clearing houses and other financial

sector clients. He holds a Bachelor of Engineering degree from the University of Pretoria.

•• Perpetual Futures (Revisited): Coming Soon to an Exchange Near You. "Perps" are

making their way into the US markets, with Coinbase and Kalshi recently securing

approval to offer perps on bitcoin. While there is concern is that perps could come to

equity products, and potentially displace CME/CBOE S&P products, we believe index

perps wouldn't likely have a meaningful impact.
